Ferry Service.

We are instructed by Mr. Wong Lan Sang on behalf of the

Shut Luk Company to forward you the enclosed tender for the

Ferry Service.

We are at the same time instructed to state that the

tender is sent in under protest inasmuch as our client

maintains, in view of the origination and organization of

such service by him and of the carrying on the same for the

public benefit since it was started, and in view of his offer to continue carrying on the same under whatever regulations the Govemment might think fit to impose for

the three years covered by the present tender, that justice

and fairness demand that the service should not be taken

out of his hands for such period of three years,

The Shut Luk Company is the name adopted by the parties

at present carrying on the service for the purpose of the

tender.
